Composed of senior Fables who have settled in the Real World, the Council serves as the executive, legislative, and judicial authority for the community, overseeing everything from daily civic life to the defense of Fabletown against the Adversary—the coalition of villainous fairy-tale characters who fled to the mortal world centuries ago.

Lore & Background
Fabletown exists in a liminal space beneath the Real World, a pocket of enchanted geography where the physics and social structures of the old stories still hold sway. The Fable Council was formed in the early days of the Fables' settlement in New York, when the community needed a unified voice to coordinate its survival. Snow White, a figure of considerable political acumen and moral authority, became one of its most visible faces, while Big Bad Wolf—himself a composite of every wolf who ever appeared in a Fable—provided the military and security dimension. Together they represented the two pillars of Council governance: the civil and the martial.
The Council's authority is not absolute. Fabletown is a patchwork of neighborhoods, guilds, and informal power centers, and the Council must negotiate with, persuade, or occasionally coerce its own citizens. The presence of the Adversary in the Real World adds a constant layer of urgency: the Council cannot simply govern; it must also detect spies, repel raids, and make hard triage decisions about which Fables to protect and which threats to prioritize.
